{"id":8500,"date":"2016-04-19T11:10:29","date_gmt":"2016-04-19T11:10:29","guid":{"rendered":"http:\/\/revoscience.com\/en\/?p=8500"},"modified":"2016-04-19T11:10:29","modified_gmt":"2016-04-19T11:10:29","slug":"iaea-mission-sees-improved-nuclear-and-radiation-safety-regulation-in-bulgaria-more-work-needed","status":"publish","type":"post","link":"https:\/\/www.revoscience.com\/en\/iaea-mission-sees-improved-nuclear-and-radiation-safety-regulation-in-bulgaria-more-work-needed\/","title":{"rendered":"IAEA Mission Sees Improved Nuclear and Radiation Safety Regulation in Bulgaria, More Work Needed"},"content":{"rendered":"<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\"><strong><a href=\"http:\/\/revoscience.com\/en\/wp-content\/uploads\/2016\/04\/download.png\" target=\"_blank\" rel=\"noopener\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-full wp-image-8501\" src=\"http:\/\/revoscience.com\/en\/wp-content\/uploads\/2016\/04\/download.png\" alt=\"download\" width=\"263\" height=\"192\" title=\"\"><\/a>Sofia, Bulgaria<\/strong>\u00a0\u2013 An International Atomic Energy Agency (IAEA) team of experts said Bulgaria\u2019s nuclear safety regulatory system has improved significantly in recent years, but added that the regulatory body\u2019s high staff turnover remained a concern.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">The\u00a0<a style=\"color: #1155cc;\" href=\"https:\/\/www-ns.iaea.org\/reviews\/rs-reviews.asp\" target=\"_blank\" rel=\"noopener\"><span style=\"color: rgb(0, 0, 0);\">Integrated Regulatory Review Service (IRRS)<\/span><\/a>\u00a0team concluded a seven-day follow-up mission to assess the regulatory framework for nuclear and radiation safety in Bulgaria, reviewing developments since a previous mission in 2013.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">\u201cThe Bulgarian Nuclear Regulatory Authority (BNRA) followed up on the earlier mission with a comprehensive action plan that led to significant progress in all areas. Among improvements are a clearer division of responsibilities between BNRA and the Ministry of Health,\u201d said team leader Marta Ziakova, Chair of Slovakia\u2019s Nuclear Regulatory Authority. \u201cWe also noted that more work is needed in some areas, such as staff retention.\u201d<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">IRRS missions are designed to strengthen the effectiveness of the national nuclear regulatory safety infrastructure, while recognizing the responsibility of each State to ensure nuclear and radiation safety.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\">[pullquote]<span style=\"color: #000000;\">The\u00a0<\/span><a style=\"color: #1155cc;\" href=\"https:\/\/www-ns.iaea.org\/reviews\/rs-reviews.asp\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #000000;\">Integrated Regulatory Review Service (IRRS)<\/span><\/a><span style=\"color: #000000;\">\u00a0team concluded a seven-day follow-up mission to assess the regulatory framework for nuclear and radiation safety in Bulgaria, reviewing developments since a previous mission in 2013.<\/span>[\/pullquote]<\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">Bulgaria has six nuclear power reactors at the Kozloduy Nuclear Power Plant site, of which two are operating and four are being decommissioned. In 2015, nuclear power contributed almost a third of the country&#8217;s electricity production. Bulgaria also has spent fuel storage sites and waste facilities and numerous users of radioactive sources in the industrial, research and medical fields.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">The IRRS team noted that the improved division of responsibilities as well as strengthened coordination and cooperation between the regulatory body and the Health Ministry reduced the risk of duplication or gaps in regulatory work.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">It also found that the BNRA has strengthened its inspection process, upgraded its management system and substantially improved emergency planning arrangements, including by establishing systematic emergency training.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">The team of experts made suggestions to the regulatory body and the Government to help them continue their work to strengthen Bulgaria\u2019s regulatory framework and functions in line with IAEA safety standards.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">The nine-member IRRS team comprised experts from Germany, Greece, Norway, Pakistan, Slovakia and Slovenia, as well as three IAEA staff members.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">BNRA Chairman Latchesar Kostov said the mission had been objective and professional, adding that the team had \u201cappreciated the efforts made by BNRA and Health Ministry\u201d since the previous mission. \u00a0<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">\u201cThe IRRS follow-up mission was beneficial and effective in assisting a continuous improvement of the Bulgarian regulatory infrastructure,\u201d he said.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">The team held interviews and discussions with BNRA and Health Ministry staff and reviewed documents as part of the mission.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><strong><span style=\"color: #000000;\">The mission provided two new suggestions for improvements:<\/span><\/strong><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">\u2022\u00a0BNRA should continue negotiations with relevant authorities for sufficient financial resources that would allow for competitive salaries to reduce staff turnover.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51); text-align: justify;\"><span style=\"color: rgb(0, 0, 0);\">\u2022\u00a0The Health Ministry should consider developing a systematic programme to ensure that all areas it regulates are covered by inspections within a given period.<\/span><\/p>\n<p style=\"color: rgb(51, 51, 51);
